FY2025 small-business awards: what the headline means for your pipeline

SBA reports $179 billion in small-business prime contracts. Use the result to focus your market research.

ENDEUR · Published

On June 25, 2026, the Small Business Administration reported that small businesses received $179 billion in prime federal contracts in fiscal year 2025, representing nearly 28% of the total measured by its scorecard. That exceeded the statutory 23% goal. Including subcontracts, SBA reported nearly $273 billion. Read SBA's FY2025 release.

Those figures describe a completed fiscal year. The prime-contract total and the combined prime-and-subcontract total measure different things; they should not be added together or treated as a forecast for your company.

ENDEUR's perspective: find your specific buyer

For an established business, the useful next question is narrower than the national headline: which buying offices need the work you already perform well? We recommend beginning with one service line, one delivery geography, and a small set of agencies. A focused research file is easier to validate than a list of hundreds of loosely related notices.

Build that file around evidence. Record the requirement, the buying office, the incumbent where identified, and the scale of the work. Compare it with your actual staffing, delivery history, and capacity. Mark unknowns explicitly rather than turning an attractive dollar value into an assumed opportunity.

Turn research into a decision

For each potential pursuit, write a short answer to three questions: What can we deliver? What evidence proves it? What would we need to change before accepting the work? This is our recommended qualification exercise, not an SBA requirement.

Give one person responsibility for resolving the most consequential unknown. Set a review date and decide whether to pursue, keep watching, or stop. The aim is a pipeline your team can explain and resource, with a documented reason behind every next step.
